System Overview

What is NEIR?

NEIR (National Equipment Identity Register) is a centralized mobile device registration and verification system operated by BTRC in Bangladesh. It helps identify registered devices and block illegal or unregistered phones from mobile networks.

How NEIR system works?

NEIR registration check works by matching your device IMEI number against the NEIR database. If the IMEI is registered and approved, the device remains active on the network; otherwise it may be blocked.

Revenue Security

Ensures all imported devices are subject to government duties, preventing the loss of national revenue from smuggled handsets.

National Safety

Prevents cloned and counterfeit devices from being used in criminal activities, facilitating better digital oversight and safety.

Stolen Protection

Allows owners to blacklist lost or stolen devices instantly, rendering them unusable across all operators in Bangladesh.

Industry Support

Encourages local handset manufacturing by protecting legitimate businesses from illegal, duty-skipped imports.

How NEIR BTRC Gov BD Works?

The NEIR registration validates your phone’s IMEI number from registered IMEIs in the NEIR database. When you submit an IMEI, the system confirms whether the device is registered and allowed to operate on Bangladeshi networks. Registered devices remain active, while unregistered devices may face network restrictions.

  • Network Capture: When a SIM is inserted, the network captures the device's unique 15-digit IMEI number.
  • Database Cross-Check: The operator's Equipment Identity Register (EIR) immediately cross-checks the IMEI against the central NEIR database.
  • Validation: If found in the official "White List," the device continues service. If not, it is flagged as Grey or Blacklisted.
  • Real-time Blocking: Stolen reports trigger a nationwide block, preventing any SIM from working on that specific hardware.

Types of Verification Status

BTRC uses the NEIR system to classify mobile devices into three official IMEI verification statuses:

Verified (White List)

Devices found in the BTRC database as legally imported or locally manufactured. These devices enjoy full, permanent network access.

Temporary (Grey List)

Devices active on the network but missing from the database. Users receive a grace period to complete manual registration with valid documents.

Blocked (Black List)

Handsets reported as stolen, cloned, or illegally smuggled into the country. These devices are prohibited from connecting to any network.

NEIR Special Registration

Reporting a Lost or Stolen Device

NEIR Special Registration is designed for mobile phones that are not automatically registered through the standard IMEI registration process in Bangladesh. These devices require manual verification to ensure they are legally used on local mobile networks.

This applies mainly to personal imported phones, devices purchased while traveling abroad, and mobile phones brought by foreign visitors. Since these phones are not listed in the initial BTRC database, they must be registered separately.

If a device is used with a local SIM card beyond the allowed grace period, special registration becomes mandatory. Once approved, the phone is added to the NEIR system and gains full network access in Bangladesh.

Reporting a Lost or Stolen Device

How can I report my device as stolen?

Log in to the NEIR portal using your account, then access your dashboard. Select the device you want to report, choose “Mark as Stolen”, and submit the required information. Once submitted, the device will be restricted from network access.

What information is required to submit a report?

To report a lost or stolen device, you will need the device’s IMEI number, a brief description of when and how the phone was lost or stolen, and a GD/FIR copy if available. You can submit the report without prior approval from NEIR.

What Happens with a Stolen Phone?

What Happens to a Phone After It Is Reported Stolen?

Once a mobile phone is reported as stolen through the NEIR system, its IMEI number is immediately blocked across all mobile networks in Bangladesh. This means the device will stop working, even if someone inserts a new SIM card.

The phone will appear as “Blocked” in NEIR status checks, and mobile operators will deny network access. This prevents unauthorized use, protects the owner, and helps reduce the illegal resale of stolen devices.

Reporting a stolen phone on NEIR gives you full control to secure your device, limit misuse, and support national efforts to combat mobile phone theft.
